Reorganization of e-Health governance in Latvia

01 September 2025 | Country Update

To strengthen digital governance in the health sector, Latvia has established the Latvian Digital Health Center, which became operational on 1 January 2025. This aims to build a modern digital health infrastructure, ensure reliable e-services, and represent Latvia in international digital health initiatives.

The new Center is responsible for managing digital development in health care, including the maintenance and further development of the national e-health portal (www.eveseliba.gov.lv). Its mandate also covers strengthening interoperability, improving data security, and coordinating Latvia’s participation in cross-border digital projects.

The reform was approved by the Cabinet of Ministers following a conceptual report on creating a digital competence center in health. Centralizing responsibilities under the new agency is expected to reduce fragmentation, enhance accountability, and ensure more sustainable digital health development.
